First constitutional amendment attempt in 39 years fails
The constitutional amendment that the six ruling and opposition parties, including the Democratic Party of Korea, had been pushing for in line with the June 3 local election schedule was canceled on the 8th.
This is because, for the first time in constitutional history, the People Power Party announced a filibuster (obstruction of legal proceedings through unlimited debate) on a constitutional amendment bill at a plenary session, and the re-submission of the constitutional amendment bill failed.
As a result, attempts to change the 39-year-old constitution have once again come to nothing.
National Assembly Speaker Woo Won-sik withdrew his plan to resubmit the constitutional amendment immediately after the plenary session opened this afternoon.

The National Assembly attempted to vote on a constitutional amendment at the plenary session the previous day, but the vote itself did not take place due to the absence of People Power Party members.
Accordingly, Chairman Woo and the Democratic Party announced their intention to re-submit the bill on this day, but the People Power Party announced that it would proceed with a filibuster if the constitutional amendment bill is submitted.
With the People Power Party’s position of opposition and opposition to the constitutional amendment being made clear, it was predicted that even if the constitutional amendment was proposed on this day, it would end in a failure to vote again.
This is because at least 12 people from the People Power Party must participate in the vote and vote in favor to achieve two-thirds (191 members) of the registered members, which is the quorum for the decision.
Previously, six ruling and opposition parties including the Democratic Party, the Fatherland Innovation Party, the Progressive Party, the New Reform Party, the Basic Income Party, and the Social Democratic Party, as well as six independents, proposed a constitutional amendment bill in the name of 187 lawmakers on the 3rd of last month.
However, the People Power Party did not oppose the contents of the constitutional amendment, but expressed its opposition through its party line, calling it an ‘election strategy’.
