Environmental groups urge priority processing in the second half of the year
With the National Assembly’s failure to revise the Carbon Neutral Basic Act, which it had pledged to “process within May,” virtually confirmed, climate and environmental groups criticized the National Assembly for “abandoning its responsibility.”
‘Climate Crisis Emergency Action’, in which domestic civic groups are participating, held a press conference on the 28th and criticized the National Assembly’s Special Committee on Climate Crisis, saying, “Despite promising to make it a climate National Assembly, they failed their responsibility by delaying legislation even after confirming the people’s voice through public deliberation.” The climate special committee, which has the authority to review the bill, plans to take steps to disband as its activity deadline expires at the end of this month, but due to reasons such as the June 3 local elections, it will not hold a bill subcommittee to review the amendment until then.
The Constitutional Court ruled that the 2024 Framework Act on Carbon Neutrality was unconstitutional and ordered that the revised legislation be completed by the end of February this year. The National Assembly announced that it would complete the revision by the end of the climate special committee’s activities this month, but it ended up being a lie. Climate Crisis Emergency Action said, “The leadership of the Democratic Party of Korea was unable to find any leadership as the ruling party. In particular, the People Power Party lawmakers blocked the legislation by showing remarks and actions that did not even understand the purpose of revising the Carbon Neutral Basic Act,” and urged, “The ruling and opposition party leaders must give top priority to legislation to amend the Carbon Neutral Act based on climate justice in the second half of the National Assembly.”
