The amendment to the Constitution of the Republic of Korea proposed by six ruling and opposition parties, including the Democratic Party of Korea, excluding the People Power Party, was submitted to the plenary session on the afternoon of the 7th.
National Assembly Speaker Woo Won-sik submitted the constitutional amendment bill at 2:25 p.m. that day.

The approval of two-thirds (191 members) of the registered members is required for the plenary session to pass a constitutional amendment. To achieve this, at least 12 members of the People Power Party, in addition to the lawmakers of the six ruling and opposition parties who submitted the constitutional amendment, must vote in favor.
However, the People Power Party has decided not to participate in the vote due to its party line, criticizing this phased constitutional amendment push for the June 3 local elections as political.
Accordingly, the People Power Party is holding its own general meeting of lawmakers in a separate location without entering the main conference hall.
The New Reform Party also participated in submitting the constitutional amendment, but did not attend the plenary session to vote on that day.
Lee Jun-seok, leader of the New Reform Party, said on Facebook that day: “마지막 설득의 노력을 생략한 채 표결대로 직행하는 것은, 개헌의 정치적 동력을 우리 손으로 태워버리는 일”He said.
With the People Power Party and the New Reform Party not participating, it is expected that the plenary session will soon declare a ‘failure to vote’ due to a lack of quorum.
The Democratic Party of Korea plans to retry on the 8th if voting does not proceed today.
