North Korea’s ambassador to Brazil submitted his credentials to the Brazilian president. Submission of credentials refers to a diplomatic procedure in which an ambassador delivers a personal letter from the head of state of the sending country to the head of state of the receiving country and is recognized as an official diplomatic envoy.
The Korean Central News Agency reported on the 10th, “Ambassador Song presented his credentials to Brazilian President Luiz Inacio Lula da Silva (pictured) on the 6th.” According to reports, Ambassador Song politely conveyed Chairman Kim Jong-un’s warm greetings to President Lula, and President Lula expressed his deep gratitude. The news agency said, “President Lula said he was pleased that friendly relations with North Korea had developed well and hoped that the relationship between the two countries would develop further.” Previously, North Korea’s Ministry of Foreign Affairs announced on its website on the 7th of last month that it had appointed Song Se-il, a former director of the African, Arab and Latin American Department, as North Korea’s ambassador to Brazil.
North Korea has recently been reorganizing its diplomatic lines with the 9th Workers’ Party Congress and the Supreme People’s Assembly as an opportunity to expand the scope of its external activities. New heads of missions are being dispatched one after another, mainly to Africa and Central and South America, and efforts are being made to restore and manage relations with traditionally friendly countries. Brazil is considered one of the Central and South American countries with which North Korea has maintained relatively stable diplomatic relations. Ricardo Primo, the Brazilian government’s nominee to be ambassador to North Korea, is also scheduled to take up his post in Pyongyang soon.
